When Jerry first applied for assistance from the Department of Veterans Affairs he first had to prove that he was involved in WWII, as for they had no record of his 2 tours of duty ( Malta, D-Day Normandy ), two successful bail outs of a disabled plane and one crash land in Normandy( were he evaded capture and caused trouble for the German's at any opportunity), and flown 250+ sorties.

2002 Jerry gets his pension amended
In the 1930's Jerry grew up in Essex in a family of nine children during the depression. As a youth Jerry would watch the local area Welfare investigator come and check the bread box and interrogate his mother to verify if the family was being overpaid. 70 years later Jerry was again visited by a investigator from Canada Veteran Affairs, were he endured a 4 hour inspection of his property, were the investigator came to the conclusion that Jerry was paid too much for his House and Grounds allowances and cut him off for one year( 2003). The investigator even tried to talk the Billing family into selling their home and moving into a Senior Citizen complex.

Help from Jerry's doctor to get Jerry's House and Garden allowance reinstated 2004
Jerry to this day is still trying to get his original pension back to the offered 2002 decision, but still only receives about 25%.

Mr. Billing believes like other Canadian Veterans his Home/Garden Allowance was cut to make money available for the Chreatien's promises ( sponsorship scandal )as publicly stated by Veterans Affairs Minister Pagtaghan
Jerry feels France and Malta have honoured the Canadian veterans a lot better than the Canadian Government has to date.

As a Canadian Spitfire pilot in WWII, having flown over 250 sorties against the Black Horde in Blitz of Malta 1942
and in D-Day Normandy 1944.... being shot down twice in Malta, again by flak Normandy 01, July 44.
I find that in Europe one "IS" recognized as a Veteran.....
- Malta has given me the George Cross Medal...
- France welcomes with open arms...
- proclaiming me as an Honorary citizen...
- giving me the key to the city of Brehal Normandy...
- paid airfare on more than one occasion ( to Paris return )...
- ensure that a new Citron car for our stay, accommodations, meals etc. always given ...
-proclaiming me that " Prestigious Title of "

While in Canada, presents a Resentment towards a Veteran receiving a pension cheque....
You are receiving too much money... Payment Stopped... Pay back the money... We will review your H/G Pension...
Stopped since 2003- " Reason stated to shore up the Sponsorship Scandal "...
Not really recognized as a crippled Veteran.
